Please find below some guidelines of how to object to Astral's planning application for a rail freight terminal on the outskirts of Newton-le-Willows. Below are some links to pro-forma letters in Microsoft Word which will help you draft a letter. The letter will carry much more weight if you craft the words yourself, rather than copy the points word for word. Please write to both St Helens and Warrington Councils. Could you please send a copy of your letter to PO Box 17, Newton le Willows, WA3 3WX. You don't have to live in Warrington, St. Helens or Wigan to object to Parkside. As Parkside sits on the boundaries of all 3 Councils your objection will count. Different members of your family may also write their own letter of course, even if you all come from the same household. In summary PAG is working to prevent the development of a huge rail and road freight terminal in Newton-Le-Willows. The proposal as submitted by Astral Developments, at 272 hectares, is approximately 8 times larger than the site of the former colliery (34 hectares), extending into a massive area of natural beauty, countryside, and farm land. To give you an idea of size, this equates very approximately to 670 football pitches, or the entire size of Pennington Flash Country Park. The current plans include some of the biggest warehousing ever built in the UK, a container handling depot, a waste recycling plant, a retail park, and a power plant. With potential traffic, noise, and pollution, the site has the potential to bring misery to thousands of residents across Warrington, St. Helens and Wigan

Mr Scott Bracken St. Helens Council Town Planning, Town Hall, Victoria Square, St Helens. WA10 1HP
Dear Mr Bracken, I wish to object to the proposed Parkside Strategic Rail Freight Interchange (SRFI), planning application number: P/2006/1296, on the following grounds: • Parkside is Green Belt land and development is contrary to PPG2 and the existing St. Helens Council UDP. • Loss of up to 272 hectares of Green Belt would lead to urban sprawl. • Increased air, noise and light pollution. • Increased congestion on the M6, M62, A580 and other roads, leading to longer journey times. • Increased Parkside SRFI traffic on the A49, A572, A573, A579 and minor roads which would endanger the lives of local residents. • Loss of visual amenity. • Loss of local heritage with the relocation of Grade II listed buildings at Newton Park Farm and Newton Park Barn. • Loss of high grade agricultural land. • Loss of environmental habitat. • Noise and disruption to many thousands of residents living near the West Coast Mainline and Manchester-Liverpool with rail freight running through the night. • The lack of available rail pathways would result in Parkside being inappropriately used as a road freight terminal. On the basis of existing evidence, Parkside does not appear to be a sustainable proposal as a rail freight terminal. • Increased potential for job displacement rather than creation. • More appropriate locations for SRFI and Intermodal terminals need to be considered, both regionally and nationally. • Adverse and disruptive vibration from setting pile foundations during the construction period. • Adverse impact on drainage and watertable. • Above all, the Parkside SRFI development would mean an unprecedented disruption in the quality of living for thousands of local residents. As a local resident I strongly object to this inappropriate proposal. Yours sincerely, Warrington Pro-forma Name: Address: Mr Michael Davies Environment Services Directorate New Town House, Buttermarket Street, Warrington. WA1 2NH
Dear Mr Davies, I wish to object to the proposed Parkside Strategic Rail Freight Interchange (SRFI), planning application number: 2006/09364, on the following grounds: • Relocation of jobs from Warrington to the new Parkside site, causing increased commuting and pressure on already congested roads like the A49 and M62. • Parkside is Green Belt land and development is contrary to PPG2 and the existing St. Helens Council UDP • Loss of up to 272 hectares of Green Belt would lead to urban sprawl. • Increased air, noise and light pollution. • Increased congestion on the M6, M62, A580 and other roads, leading to longer journey times. • Increased Parkside SRFI traffic on the A49, A572, A573, A579 and minor roads which will endanger the lives of local residents. • Loss of local heritage with the relocation of Grade II listed buildings at Newton Park Farmhouse and Newton Park Barn. • Loss of high grade agricultural land. • Loss of environmental habitat. • Loss of visual amenity. • Noise and disruption to residents living near the West Coast Main Line and Manchester to Liverpool Main Line with rail freight running through the night. • Potential for job displacement rather than creation. • The location of the Parkside SRFI is inappropriate due to the close proximity of residential housing. • The lack of available rail pathways would result in Parkside being inappropriately used as a road freight terminal. On the basis of existing evidence, Parkside does not appear to be a sustainable proposal as a rail freight terminal. • More appropriate locations for SRFI and Intermodal terminals need to be considered, both regionally and nationally. • Adverse and disruptive vibration from the setting of pile foundations during the construction period. • Adverse impact on drainage and watertable. • Above all, the Parkside SRFI development would mean an unprecedented disruption in the quality of living for thousands of local residents. Dear Mr Kimber, I am objecting to the proposed Parkside Strategic Rail Freight Interchange (SRFI), recently submitted to St. Helens Council (P/2006/1296) and Warrington Borough Council (P/2006/09364), on the following grounds: • Parkside is Green Belt land and development is contrary to PPG2 as well as the existing St. Helens and Warrington UDP. • Loss of up to 272 hectares of Green Belt would lead to urban sprawl. • Increased air, noise and light pollution. • Increased congestion on the M6, M62, A580, A49 and other roads, leading to longer journey times. • Loss of visual amenity. • Loss of our local heritage with the relocation of Grade II listed buildings at Newton Park Farm and Newton Park Barn. • Loss of high grade agricultural land. • Loss of environmental habitat with additional adverse implications for Highfield Moss, a Site of Special Scientific Interest (SSSI). • Adverse impact on Wigan infrastructure with Parkside SRFI traffic using the A580, A49, A572, A573, A579 and other minor roads as well as the associated risk of increased traffic endangering the lives of local residents. • Noise and disruption to many thousands of residents living near the West Coast Main Line and Manchester-Liverpool Main Line with rail freight running through the night. • The location of the Parkside SRFI is inappropriate due to the close proximity of residential housing. • The lack of rail pathways, questionable predicted growth in rail freight volume and problematic rail access to the West Coast Main Line would all result in the inappropriate use of Parkside as a road freight terminal. • Potential for job displacement rather than creation. As a resident I strongly object to this inappropriate proposal. Yours sincerely, |
